Position Title, Location & Contract Duration:Program Support Officer for Shomoshti-Prosperity for the Poor and Disadvantaged (Phase I) (03 Positions, based in Sylhet/Khulna/Bogra).The duration of the proposed contract is up to February 28, 2017.I. Job Summary:Program Support Officer (PSO) is responsible to provide support to the Regional Team in all aspects of administrative, finance, logistics, communication and procurement to the Shomoshti Project. This position requires the intimate knowledge of CARE’s financial/ procurement and administrative policies related to project operations. S/he is required to maintain liaisons with the procurement, transport service and support sections.The incumbent will assist the program in procurement of materials/ equipments, maintaining records and register of expenses. S/he will also be responsible for preparation of Annual Procurement Plan and tracking of procurement. One of the main challenges of the PSO position is to provide administrative/ logistic support to different training activities of the program for staff/ beneficiaries.II. Responsibilities and Tasks: % of TimeResponsibility # 1: Provide administrative support to the Regional Team of Shomoshti management 45%Provide support in organizing training, workshop, meeting, and conference by booking and arranging venues and ensuring logistics.Arrange tickets, vehicles, and accommodations, etc. for staff for all official visits.Handle day to day support service requirements as per program needs.S/he is responsible for office maintenance and supervises cleaning services of Office Helpers.Maintain stationeries including its inventory, and arrange repairing of equipments and machines maintenance and renovation of office as and when required.Assist the Shomoshti team in day-to-day correspondences outside and inside organization and preparation of project performance reports/ proposals, etc.Ensure documentation and filing of all kinds of training and inventory related documents in a nice manner and preserve these documents of the program. Responsibility # 2. Inventory/ Resource management 20%Ensure that the recording of all project materials is properly done.Ensure that all the program inventories and filing systems are well organized and safe.Organize reports, files and project documents systematically.Order and receive all necessary stationeries from the store for the program.Conduct the physical inventory for program materials and resources. Responsibility # 3. Liaison with other departments and other organizations 20%Maintain liaisons with support, transport and procurement departments for administrative, procurement, inventory, recruitment and logistics matters.Contact with other offices (Team, Region) regarding logistic and administrative support.Maintain liaisons with other organization(s) as and when instructed.Any other responsibility. Handle Financial/ Procurement issues 15%Check and forward TERs, MERs, PERs and other advances on a regular basis.Prepare regional Shomoshti Annual Procurement Plan in consultation with the concerned persons and revise Annual Procurement Plan as and when required.Prepare quarterly PR as per Annual Procurement Plan and request, process and follow up with Procurement Department regarding project materials and equipments.  III.
